Homeland Security Secretary Janet Napolitano acknowledged that full cargo screening on all-cargo aircraft as proposed in the US Congress would be impractical and highly difficult to implement, she said in an interview with Bloomberg Television. A call for 100 percent screening is “an easy thing to say, but it’s probably not the best way to go,” Napolitano said. “Cargo is infinitely more complicated and comes in infinitely more shapes and sizes” than passengers.
